Why is a user unable to see data in a dashboard that I have shared with them?

I have shared a dashboard with a user. They are able to open the dashboard, but instead of data, all they see is "N/A" and "No Results".

If a user does not have the permission View financial information or View financial information, revenue only, they will get "No Results" for widgets that include financial data.
If a user has the permission View financial information, revenue only, they will get "No Results" for widgets that include non-revenue financial data (e.g. cost data).
