When I submit a timesheet, why does it get automatically approved?

We turned on 'Timesheet Approval' in Forecast at our company. Now, when I submit a timesheet, it gets marked as 'approved' right away, without any approver's intervention. It does not go through the 'Submitted' stage.

This is happening because this timesheet was created before the 'Timesheet Approval' feature was turned on.

By design, all time registrations entered while the 'Timesheet Approval' feature is turned off will be considered as 'Approved' when the feature is turned on. Even if the 'Submit' button is there, clicking it will not move the timesheet to the 'Submitted' stage: the 'Submit' function was not designed for time registrations created while the Approval feature was turned off.
