Deactivate irrelevant roles on a rate card

1. Organizational changes mean that roles used in the past are no longer relevant, and you'd like to 'clean up' your current rate cards to prevent folks from using these roles on current projects
2. A project only uses a subset of a few roles, and you'd like to streamline the project pages and prevent folks from accidentally selecting or using the wrong role
