An update to the expenses modal and logic

Expenses on Fixed Price projects can now be marked as Billable on Top of Fixed Price or Billable as a part of Fixed Price. This was previously only possible on Fixed Price retainers. We have fixed some inconsistencies too, as some budget types did not have the option to mark as Planned or not.
